The Lao village plains of the left bank, between the Vientiane bend and the Se Bang Fai and the Khemarat reach, are rice flats along the river with a legend of a kingdom at Sikhottabong (Thakhek) kept in chronicles written long afterwards, and a relic stupa (That Phanom) on the right bank.
The campaign board enters them as Khmer and contested; we find no evidence for either claim and draw them as villages governing themselves. The Khmer shrines of Sakon Nakhon and the opposite bank are a drift of building without a governor.

The campaign board gives Sikhottabong and That Phanom to the Khmer empire as 'contested'; no source we read shows a Khmer officer, a Lao ruler or a Vietnamese agent on this bank in 1200.
Overlord
None attested; the Khmer reach of the Sakon Nakhon basin lies on the opposite bank.
What it holds
- Rice flats and river villages
- The landings of Sikhottabong and That Phanom
How things stand that morning
Unrecorded.
Places of note
- Sikhottabong: River landing with a stupa and a legend.
- That Phanom: Relic stupa on the right bank.
Where the sources disagree
- The campaign board entry sikhottabong-thakhek and that-phanom: 'Khmer empire, contested'. No source places a Khmer governor here; we treat the ground as the villages' own.
Evidence: The campaign board entry and later legend.
"The campaign board" is OMNIA's working map. These notes record where its earlier claims were checked against the sources.
On the map: A strip along the left bank.
