A small community of the pieve of San Marino on the rock of Monte Titano, between Rimini and the Montefeltro.
Its communal institutions grew between the twelfth and thirteenth centuries, a few decades after those of Rimini, Faenza, Imola and Cesena, and in the thirteenth century it was still under the bishop of Montefeltro's lordship. It acknowledges neither Rimini nor the counts of Montefeltro as lords.

The Italian Wikipedia history says the officers later called Captains Regent were called consuls until about 1200, but the first document naming consuls is of 12 December 1244 (or 1243). The community's assembly of heads of families (the arengo) is the governing body by tradition. No officer for 1200 is known.
Lord in 1200
The bishop of Montefeltro, lord of the district from San Leo, under whom the community of Monte Titano governs its own affairs (Church map ground).
How things stand that morning
A self-governing rural community under the bishop of Montefeltro's high lordship; its territory is the summit and slopes of Monte Titano with a few nearby villages.
Charter
None known for 1200; the community's first written laws are of 1263 and its later claims to freedom were argued before the pope in 1296.
Council
The arengo of the heads of families; consuls by tradition (first documented 1243-1244). The councils of sixty and of twelve are later thirteenth-century creations.
Communities
Not documented.
Militia
The men of the community on their rock.
Walls and castle
The first tower (the Guaita) on Monte Titano; the second tower (the Cesta) is thirteenth-century.
Trade and crafts
Stone, pasture and the small market of the pieve.
Where the sources disagree
Evidence: The community's documents before 1243 are few; the 1200 position is reconstructed.
On the map: The 1200 territory is much smaller than the modern republic, which took its present shape with conquests in 1463.
