Town · The court at Kyoto and its provinces · as at first light, 1 January 1200

Owari kokufu

The Owari provincial seat stands near Inazawa on the plain between the Kiso, Nagara and Ibi rivers, with the provincial temple.

Owari is the court's province: the governor, the proprietors and the Atsuta shrine (whose great priests are the Minamoto's kin) hold the revenue, and Kamakura has only scattered stewards and a thin constable's reach. Owari is the western end of the lands where Kamakura's name counts; the sea crossing to Kuwana starts from Atsuta.
