Port · The court at Kyoto and its provinces · as at first light, 1 January 1200

Murotsu

A deep sheltered harbour on the west coast of the Harima plain, the first anchorage out of Hyōgo for ships going west and the last before the Bizen shore.

Its boats pay, we believe, to the Kamo shrines of Kyoto, which have a landing right here [rec, weak]. Pilgrims and officials wait here for the wind.
