Pu headmen

The Pu (Puman, Pu zi man in the Tang texts) are the Mon-Khmer-speaking hill peoples of the Lancang, Salween and Shweli gorges, ancestors of the Blang, De'ang and Wa by the scholars' identification (recalled, not read).

They live in villages under headmen, farm swidden fields, grow tea and pay what tribute their neighbours can enforce. No headman is named.
