Haeju (the protectorate of Anseo, the pacified west) is the seat of the Seohae circuit.
It lies on the sea road from Byeokrando and the capital to the western isles and, by the Hwanghae coast, to Shandong and Song China; it is the port where the west-sea salt is landed [not yet checked against the source]. The circuit officer (anchalsa) and the protector keep the registers of the Seohae counties from here; their names are not known.
