Province, circuit or island group · The court at Kyoto and its provinces · as at first light, 1 January 1200

Settsu

The coast from the Yodo mouth west to Hyōgo and the plain behind it.

It holds the ports of Watanabe-tsu, Sumiyoshi, Daimotsu and Hyōgo, the Sumiyoshi shrine and Shitennōji. The Taira briefly moved the capital to Fukuhara here in 1180 [not yet checked against the source]; the Settsu Genji of Tada, in the north, were an old warrior house of the Minamoto [not yet checked against the source]. The kokufu site is not pinned.

Tōdaiji's agents and many court houses hold estates; no constable is named for it that we can confirm.

Where the sources disagree

Evidence: The campaign board entry and recollection; no province-level source for 1200 was reachable.

"The campaign board" is OMNIA's working map. These notes record where its earlier claims were checked against the sources.

On the map: Drawn as the old province from the modern units round the places named; the borders follow the units, not the 8th-century boundaries.
