Province, circuit or island group · The court at Kyoto and its provinces · as at first light, 1 January 1200

Ōmi

The province round Lake Biwa.

The west shore is Enryakuji's (Sakamoto, the Hie shrine, the shipping), the south end has Onjōji, Ishiyama-dera and the Ōmi kokufu at Seta; the east is the country of the Sasaki, whose head Sasaki Sadatsuna is Kamakura's constable here; the north shore carries the road from Tsuruga and the Hokuriku sea by the landings of Shiotsu, Kaizu and Imazu. Rice from the north comes to Kyoto through Ōtsu: whoever holds the lake can starve the capital.
