The people who actually run the coast: a Brahman scribe and minister class, commanders with fixed ranks, provincial governors (Mahamandalika) over great districts, and village headmen.
The sources we could open name none of Rajaraja III's own ministers; Vishnu belongs to the next reign and is a later figure. For play, give the king a chief minister and a chief commander at the campaign's choice; the structure is documented, the names are not.

English Wikipedia (Eastern Ganga dynasty; Anangabhima III). The earliest minister it names is Vishnu, a Brahman, minister, military adviser and commander of Anangabhima III (from 1211), who is credited in the Chateswara inscription with beating the Kalachuris and the Yavanas. Revenue ministers named for later: Damodar Badapanda and Isana Pattanayak (Madala Panji, later land settlement).
Overlord
Rajaraja III.

What the year holds
What happened next, if nothing in play changes it. Each event carries what it depends on and what would stop it.
- 1211 onwardVishnu appears as minister, general and adviser of Anangabhima III and wins the war on the Bengal front and the Seori Narayana battle.Depends on: He is of age and in service by then. Stopped by: He is not born, or he is dead.
Where the sources disagree
- Assignment: "his ministers". No minister of this reign is named in the pages we could open; Vishnu is the first Ganga minister named, and he belongs to 1211 and after.
Evidence: Structure from the dynastic page, names from the next reign.
On the map: No holding drawn.
